As an Author, I want to publish a Private Document that is only visible and editable to the collaborators of its Home Document.

As an Author, I want to branch an existing Public Document and publish it as a Private Document only visible and editable to the collaborators of its Home Document.
As a Publisher, I want to express the purpose of a document change with a comment.
